Why is it useful - some steps have to have a great number of modifications to work as required, but have wider generic applications. These are often refined during the build of a workflow. The existing ability to create a new step template via the Workflow | Step Templates | Copy function pre-supposes that all settings will be known ahead of time, or that the step will be manually transcribed from the settings of the step already developed in the initial use workflow
Who would benefit from it - anyone creating a new step that would be applicable in multiple workflows, and could use it as a step template in future workflows
How should it work - a button on the workflow editor screen to Save As Step Template when the step is selected
