Enable creation of custom notebook tabs to allow grouping of custom job properties

When custom job attributes are created (or migrated after an RPD upgrade) they are placed in a notebook tab called "Custom Job Properties".

As an RPD customer admin, I would like the ability to create custom notebook tabs is added so that custom job properties can be grouped under meaningfully named notebook tabs in the RPD GUI.
