Allow administrators to configure https in the UI

Today you must modify the server.xml file for both the ws application as well as for the fmgrws application. Next you need to run the forwardToHTTPS.pl. One small typo and the application is not accessible and can be very challenging to fix. Please provide administrators a page that lets us configure server.xml and to remember the settings after an upgrade.
