Update feature manager to allow you to retry a previously failed activation

Currently, if an activation fails, you often have to go to the command-line to retry it or to clean out files to do a fresh activation. It would be very helpful to allow all that to happen from the GUI, especially since a lot of RPD admins increasingly do not have access to the command-line themselves.
