Provide GUI action that allows user to download files from the job's spool directory, or perhaps to tar up the entire spool directory.

There are circumstances, typically when testing and/or trouble-shooting, when it would be useful for a sufficiently-authorized user to be able to download job-related files for review and/or analysis, including being able to provide them to RPD support teams. The most common files of interest might be the job/print file or the DPF, but there isn't necessarily a good reason to limit what files from the spool could be obtained.

Currently, the job viewer restricts the "print" and "save" of a file to be the current page being viewed. In contrast, when reviewing in Archive the user, (if in a group with this authority), can save/download the entire file from the repository.
