Provide efficient resizing and scrolling capabilities for various screens

For example, the Job view does not always have a left-to-right scroll bar at the bottom of the viewing window.

Therefore, to view the properties for job you have to scroll "down" through hundreds of jobs to get to that left-to-right scroll bar.

Then you have to scroll back "up" to get to the job you want to view.

Numerous other views and pop-ups have similar "non-sizable" issues. Some are extremely uncomfortable to work with.
