Import objects that reference properties or objects not on the system

When trying to import an export from another system there can be references to properties or objects that don't exist on the importing system. Currently this will result in error messages and the object cannot be imported. There should be an option to force the import. References to missing properties and objects would be changed to "Not Set" or removed. Some referenced objects would need to be changed such as changing a missing Step Template to ContinueToNextStep or adding a missing phase.
