Make Process Again access rules based on job phases

You might want to have your operators have access to process again jobs to do their job but you only want them to do so in the print phase. you don't want them to be able to go back to the very beginning of the workflow. whereas your supervisors might be allowed to reprocess jobs in assemble/print/insert,... right know it is an all or none privilege.
