Expand on the File Insert Location options in the RPD Acrobat Plug-In

Currently we can only insert a file before or after a document with the Insert Builder in the Acrobat Plug-In. I would like to be able to insert a PDF in the middle of a document.

Specifically, (based on a document page count rule) I want to insert a blank sheet as a second page, when there are still more pages following it in the document. This is to overcome an issue where a document with greater than two pages needs to be printed duplex, however, page 2 can't be on the back of page 1.
