Main - Ability to increase the refresh rate of the System Health portlet

Per Linda:

"We set these refresh rates to minimize the overhead caused by multiple users having the GUI open at once, not wanting to risk slowing down job throughput. The System Health data is particularly resource-intensive so hard to change from its 30 second refresh rate. For the whole dashboard, our default is 15 seconds."

If sufficient demand exists, this could be made a system setting, in the UI or under the covers.
