enhancement to "CreateJobFromFiles"

a couple of enhancements could be done to CreateJobFromFiles steps:

  1. have a flag if you want the step concatenates your file or just submit them one by one as child jobs. today concatenation is forced

  2. have a flag to bypass if the source files are not there. for some customers, they have specific files that they may or may not get everyday, and the way it is built today, they have to have some branching in the workflow with multiple of this steps in case the file is present or not. with the flag the step would just bypass if the source files are not found instead of failing.
