combine step templates

This kind of goes hand in hand with idea PRD-I-326, but there are so many build or identify step templates out there that causes confusion. can we create one "Build" template with different options as drop down in it, if it's afp, pdf, from dpf, from file, from zip,... so the whole process and user experience become more stream lined?

there are more out there too but build and identify are pretty common ones that gets used in majority of the workflows
