Enhancement to RunHotFolderApplication

currently, Job.HotFolder.SendingFolder and Job.HotFolder.RetrievalFolder cannot be set from formulas. we've had cases where depending on the application type, we send to different location using the same step in the workflow, would be nice if we could use formulas in those properties as we store the folder in a job property. probably just need to set setByFormula="true" in base-wrk
