lockdown specific steps in the workflow

today, if you have access to modify the workflow, you have full access. would be nice to set some users as a "super user" in RPD, and steps in the workflow could be locked down to be only modified by super user.

We've had cases where a customer has multiple admins in training, and the senior admin doesn't want them to modify specific steps let's say some inline script, but it's ok for them modify other steps. would be nice to be able to lock some steps to be modified only by super users.
