Process Jobs Again dialog - default to show favorite workflows

When user processes job again, and selects "different workflow" rather than "current workflow," default the workflows menu to show favorited workflows. Requires adding favorite star to Workflows menu, in the manner we currently do in the Print Jobs Again dialog.
