Logic vs Values changes in Workflows

As I'm developing new workflows any change to the WF orphans any/all existing jobs in that WF.

I understand this if there is a LOGIC change such as adding new steps and such, BUT if I simply go in and change a value in a step such as adding additional stuff to be saved in the archive step, this should NOT orphan those jobs, but rather allow them to process through the step using the new values.

As it is now if I make a value change I need to completely re-process the job through the entire workflow in order for it to handle the value change. and some of these workflows require manual interventions in order to get them back to where they were when I made the change.
