Add a Developer Note section to step templates when they get copied over to the workflow

I know we have a description field for each step templates, but it would be nice to add a developer not section there as well in case multiple users are working on the same project or as you are developing a workflow just add notes that are separate than the description. would be nice to make them public or private too :)
