Add File as a notification type

We are using MoveIt and a separate workflow to push notifications to a customer. The workflow addresses notifications that would otherwise be lost because a notification failed to send. It would be nice if we could directly save the notification to a file that could be picked up by MoveIt and delivered to the customer.

The customer chose file based and MoveIt over REST.
