when you install the reports feature, make postgres startup at boot time

this has happened with a couple of customers where after they reboot their server, postgres is not running anymore. was talking to an admin and they just felt like it is not something they should be responsible for since it does ship with RPD and some RPD workflows rely on it being up all the time or they error. makes sense to add it to startaiw script.
