Improve flexibility of Common Properties feature

The Common Properties feature is a free feature that adds commonly used job and document properties to the RPD system. When this feature is used, only a few of the properties actually are needed. It would be useful to change this feature so that it simply adds the properties to the Custom Properties GUI with inactive status, then the RPD user can just select the specific ones they want to use and only make those specific properties active.
