Enable the workflow automatically if you only updating the description

Currently, if you have an enabled workflow and you just updated the description and not the workflow steps itself, RPD disables the workflow.

please auto enable if you start with an enabled workflow.

If you update the workflow's description from inside the workflow builder, although it does get disabled, the enable toggle icon on the top left will still say disabled which makes it even more confusing.
