Timed input device

Add a new type of input device that submits jobs on a timed schedule. Examples of how this could be used: run a workflow to generate reports on a regular schedule, run a workflow to issue REST calls on a regular schedule, run a workflow to retrieve data files (COA, NIXIE for example) from the USPS.
