Allow database name to be configured

When using a remote PostgreSQL database server it is possible to have multiple databases on the same server. That would allow multiple RPD systems to use a single database server if the database name was configurable. RPD server 1 could use a database named aiwdb1 and RPD server 2 could use a database named aiwdb2.

    We need this to lessen our server footprint. We need to be able to host multiple RPD DB's on one DB cluster.
