Custom Portlets - Save user column preferences

In Custom Portlets, save and apply column preferences at the user level, using the same behavior in effect currently for columns the Jobs portlet.

Deprecating step templates

Have a way to mark some step templates as deprecated so they don't get used in the new workflow, i understand we cannot remove the old ones but maybe provide a way to prevent them from displaying in the workflow builder or some kind of identifier ...

Allow Custom Portlets to dynamically resize horizontally just like built-in portlets

Custom Portlets seem to have a static size width. If you place a custom portlet into the side panel, then adjust the panel width, the custom portlets don't adjust with it and are too wide if you want a narrow panel.

Support X,Y offset for form replacement

our afpsak program has AddPageOverlay filter which lets you add an offset to the overlay that you are adding. would be nice for the form replacement feature to also offer the same.

Priority on input devices
