Show Postgres user-created tables in RPD under the Database Tables section in REST Transmitter and Data Collectors

Ability to display volume metrics footer in floating windows

RPD offers many ways to display subsets of jobs in a floating window. This ability would become even more useful if the floating window jobs table could contain the volume totals footer currently available in the main Jobs portlet.

Add notifications for Collectors and Transmitters

When one of the collectors or transmitters fails or is disabled I need to be alerted so that I can take proper action to fix the issue. If this was in notifications then I would have the ability to get an email when these go down.
